403 Forbidden error at various locations

Description

Here are 3 ways to get 403 error. I am using admin user with FULL access to system.

1. ERPmine > Settings > tax
2. ERPmine > settings > exchange rate
3. ERPmine > CRM > Account > Edit an account > try to add project to account == this imp for me. Need to add project to account.

My setup:
Environment:
Redmine version 4.1.1.stable
Ruby version 2.4.9-p362 (2019-10-02) [x86_64-linux-gnu]
Rails version 5.2.4.2
Environment production
Database adapter Mysql2
Mailer queue ActiveJob::QueueAdapters::AsyncAdapter
Mailer delivery smtp

Please close this issue as its not an issue. I mapped group to CRM admin, but forgot to map group to all projects hence I was getting error. I was able to map project to account now.
